End Of Half/Game(Winning) - Big Difference

Question/Clarification -
For selecting a playbook for End of Half/Game(Winning), I don't really see how we can lump them together.
At the end of the half, regardless of score, you want to put up points so you're going to ruin a 2-min offense. However, at the end of the game, if you're winning, you're going to want to play slow and run out the clock. Therefore, I don't think you can clump those two periods of the game together. Does that make sense? Am I thinking about this correctly

EDIT-
My Bad! I misread and forgot it is separated appropriately - you have the option of if you are winning at the end of 1st Half/Game or if you are losing at the end of First Half/Game.
