Hiring Outside Coaching Staff & Practice Squad

Two questions:
1- Is it possible to hire outside staff (coaches, Offensive coordinator, etc.) as opposed to just firing and hiring your staff internally?
I've noticed in the league media section of the game that other teams can hire away coaching staff from other teams, etc. I've played through two seasons so far and I'm still scratching my head on how to get new blood or target other coaches on other teams to bring over to my own franchise.
2- Is it possible to steal away players from a team's practice squad (as in real life)? I've had one of my own players taken away in this fashion and I would like to know if it is possible to return the favour for other teams.
If so, how?
