Maybe I'm blanking on something, but I spent about 20 minutes trying to figure out where to do this in commissioner mode.

The commissioner cannot do it - he only processes the free agency period. Multiplayer teams have to send in their bid files to be imported (or if you are playing in the new universe mode you have to switch over to each team to make their bids)
