I assigned 25 points to every region in NA, 50 to the East and Southeast, 25 points to most of the world regions before the DBL draft.
I have returned to scouting on October 16 and each section of the NA region has 71 points allocated and I show -97 points remain?

The AI after the d-league draft assigns points to all the teams (including humans in case they forget) so looks like I have to add a check to see if it was already done prior to the draft. Fixed for next build
