Norton Antivirus Blocks Install

When I try to install the game each time (have done a couple times due to patches) Norton 360 does not like the install process and gives a block to some files being affected. Where I would normally see an option to make an exception for any process that Norton doesn't like I am not given this option and have to cancel the install. I have tried temporarily turning off the norton auto-protect and the firewall but it still blocks the install each time. The only way I have been able to get the game to install is by uninstalling Norton and reinstalling after I install CF21, which is laborious and not the best thing to be doing repeatedly with each patch. Is this a known issue? Any easier work arounds?

When you download, right click on the file, pick properties, then click "Unblock". Then run installer as admin and see if it still gets blocked.
