where do I find the online league url for my league

You need a server and a location to store it to get a url

Normally the commissioner sets up the server and files and publishes and then provides it to the owners playing in a league.

yeah i just saw I needed a server/location. I have a bluehost page I never set up. Idk what I'm doing trying to figure that out
