College Schedule for Independents?

How does the game create a season schedule for the FBS Independents?
Does it just schedule the 3 you request and the rest random based on who has an open slot?
Or does it try to schedule games with team at a similar prestige?
Just curious how it works for the college game.

It has a handful of games scheduled for independents and then they pick up additional games from out of conference slots.
