This isn't an issue related to the mod. Sometimes a team will be out of synch with too many players in one class and too few players in a class. In your case there are no seniors (on scholarship) on the team you inherited. There are three ways to deal with this:
1. Do nothing right now and deal with it in future years. In this case you won't be recruiting anyone this year...but do spend the budget on recruiting to have a better chance of getting your request to the board approved at the end of the season.
2. If you have a lot of freshmen who have scholarships on your roster now, redshirt one or two of them to begin adjusting the class sizes...again In this case you won't be recruiting anyone this year...but do spend the budget on recruiting to have a better chance of getting your request to the board approved at
the end of the season.
3. Cut one or more players on scholarship (who you don't feel will be of help to you). That way you will then have scholarships to award this year and you can recruit. In that case be sure to recruit HS seniors, not JC players. That also will begin to equalize the classes on your roster.
Generally I like to have 2-4 players on scholarship in each class (Freshman, Sophomore, Junior and Senior). Otherwise you have years when you are recruiting few or no players and other years when you have too many scholarships to offer.
