Depends on what your looking to edit. If you look on the main menu of the game, there is a database editing feature you can use to change the basics about the teams. Within a league, you can go into commissioner mode and edit players, coaches, recruits, etc. Plus you can export and import things.

If your looking to change more than is capable through those features, you'll need a free tool like SQLite Studio.
