Is the star rating relative to the school prestige, conference prestige or any other factor; is it the same meaning for everyone a Duke 4.5 star is the same as Jacksonville U?

I believe a 4.5 star player is the same to everyone, but that Duke will have coaches with better ratings than Jacksonville U, so they are more likely to accurately rate them during recruiting.

Thanks, so essentially any school can have a true 4.5 start recruit but the accuracy that shows the individual stats is dependent on the scout of said school. I hope i got that right.
