How many players in a state is needed to form a pipeline?

Does the influence on a recruit multiply if I have 5 players from his state?

Or do the benefits of recruiting pipelines only work once you establish a minimum of 3 players as an example?

The head coach has to successfully recruit 10 players from a state (see the note in blue on the coach's card, Pipeline Progression tab).
