Named Roster Project / Sandbox or Universal Mode?

Thinking of creating a named roster project to share with the community.
What is the best way to make this open for all to download my file and use whatever team they like? I've only played career mode, so not sure what the difference is between Sandbox and Universal mode?

You can use one of my mod Import files. Make a copy and modify it. I put the Player db in the import its blank (no Players) and I have not tried using it this year but I assume it works. If you plan to do real players the 04_Import would have the real coaches.
