I only get the option to start as a head coach

When you get to the JOB SELECTION screen, unmark "HEAD COACH JOBS ONLY" at the top right side of the screen...assistant coaching jobs will then show along with head coaching jobs.

I did that, but no asst. coach offers appeared.

Were you trying Sandbox or Universe mode? If so, there are no assistant coaching jobs for you to choose from when creating an association in those modes. Those were designed to just be a head coach. If you want to be an assistant, use Challenge Mode.

still no assistant job listings.

Then it appears something guess you need to submit a Support Ticket attaching your association's files.
