There needs to be a method to prevent teams offering RFA contracts to players when they do not hold the compensation picks:

See here I was able to offer mutliple 1st round compensation pick contracts to players despite Chicago not owning any 1st round picks





Also note I could trade the picks after the bids as well. Given the commish cannot see accurately the RFA offers and team pick situation this would likely create a bug that would be hard to find in a 32 team league

When it processes RFA2 if you no longer have a pick it bypasses that claim and treats it like noone bid.
