Does Goal line Playbook Override the Other Playbooks?

Hi, I was wondering if the goal line playbook overrides all the other playbooks (eg. first and ten, second and short etc.) when reaching first and goal?? Or if the game pulls plays from both the goal line playbook and say the second and short playbook? In other words, does the game pull plays from the other playbooks other than goal line when the down becomes first and goal or does the game only pull from the goal line playbook when reaching the goal line?
