There might be 2 paths but seems like 2nd path is not utilized in the game much so teams are forced to use path 1 to get their QB any rushing. Again, I think a QBs threat isn't him behaving as an RB on designed run calls. Those have their place but it's their ability to extend plays and scramble on their own without the play design calling for it. The 2nd path seems near impossible to have occur in the game. If scrambling yards were more realistic, the need for QB run plays being useful wouldn't be needed as much.

Scramble is in the game already and QB's with certain ratings and traits will definitely take off in those cases which will save sacks, and possibly pop off for long runs.

If it's in the game then I'm not seeing it. They scramble out of the pocket and throw EVERY time. Sometimes even going past the line of scrimmage and throwing and there is no penalty called.

To determine to scramble it's based on skill, intelligence, agility, and speed and some traits (running QB, athlete, dual threat, etc.) all can adjust the outcome. Some calcs affect the decision making, and other calcs determine the effectiveness.
