I bought the game on Steam thinking I'd be able to play with a saved game from one install on one pc to another. I was apparently wrong.

My question is how many licenses do you get if you purchase the game directly from WS?

Steam should work fine, you just need to manually copy the league files from pc to pc if you want to keep them in sync. They're in Documents\Wolverine Studios\DDSPF22\Leagues
