Scouting Top 10 issue

certain teams simply cannot scout the top 10 players. They come up as "already scouted" in the game for certain teams during the scouting period, with the box already checked, but 1 certainty and no information on the players. but once you run the scouting sim, these teams still have 1 certainty and no information at all on the top 10 players... kind of problematic for teams attempting to pick in that range.
This had been "fixed" in a previous version, when we noticed that the cost to scout a player in the top 10 was zero or negative, and the game just wouldn't let you click the "scout" box, it is still broken.
