City Code

I'm wondering does the City Code in the Teams Table (in Default file) mean anything? I can't seem to find a database with the cities and their codes. I have fictional teams and was gonna match them up appropriately. Thanks.

It doesn't, I think that's a holdover from when city details were used to help with the financial side (ticket prices, promotions, etc), but now that's done using fan percentages and arena capacity. You should be fine setting your fictional teams to whatever city you want.
