The game comes with historical rosters. When you create a league, choose historical replay and then select 1995.

One of the best features of the game, in my opinion!

Does the historical mod come with correct draft classes or is that something I need to download?

Already inbuilt. If you start in 1999, it'll come up with the option to use the 2000 draft class (not sure why you'd want to, that draft was terrible.) I've been simming from 1976 and Shaq still got drafted by the Magic.
