Adjusting Recruiting and Academics Budget?

After playing CF2022 last year I know it's possible to adjust your team's Recruiting and Academics budgets. I'm setting up my CF2023 team now and cannot figure out how to adjust these numbers on the Staff screen. What am I missing? A pop-up tool tip would be great here explaining when and how to do this.
