Minimum & Maximum #'s

I know the Minimum applies to both myself and the CPU teams.

My question is does the maximum # at each position apply to both or just CPU?

Asking because I like to move safeties to OLB/Rover need to know if I need to change the max for SS so I can go over the default 4. I have 3 returning next season and want to sign 2 and move them both to LB after they sign.
