Trade offer to CPU teams.

Since we have some open teams, no owner, can I offer a trade to that CPU team as team owner?

Sounds like you are talking about a multiplayer league, so probably they have rules for that.
In any case, you cannot make direct offers to CPU teams, but you can put players on the tradeblock and they will make offers to you if they need them.
