Philosophies sliders bug

Setting up philosophy sliders in the office screen do not appear the same way in 2d match strategy settings.

The possible cause is that philosophy sliders consist of 10 notches, whilst strategy settings sliders in 2D match have 20 notches.

So for example setting all sliders to the right in the office will show halfway through in 2D match strategy settings:

This one should be looked at with priority, because I fear strategy settings might not be working as intended.
