Does DDSPB: 2023 have the upcoming NBA draft class (Wembenyama, Miller, Henderson, Thompson Twins) baked into the game, or is it just this past season's draft class (Banchero, Smith, Ivey, etc)?

No it will not although you can edit draft classes so you can insert those players into your draft class if you want.
