Most often not given any timeout options. Shouldn't team motivation be available during your/opponent timeouts and media timeouts?

I am aware that they are unavailable during media timeouts but they are not available when you call a timeout either?

I think they are ok for my teams' timeouts but can't swear to it. I know they aren't available during opponent timeouts.

So I played another game last night. I was able to set up plays during my timeouts but never had chance to motivate (area is grayed out). I have occasionally have been able to motivate here and there but I can't identify any common denominators as to why it typically doesn't work.
