Verbal not signing LOI

It's well into December and almost all of my verbals have signed LOIs. One 3-star has not and time is passing. There is a 4-star who is interested in me, and I am the only to have recruited him. Is there a way to pull scholarship from the verbal so I can offer the other guy? The option is not in the recruiting screen...

Nope. BUT, unless the recruit fails to hit your SAT score he will sign.
