Package change during game

I'm unable to change the player packages while playing through a game. I'm not in sandbox mode however, so maybe this is working as intended?

I'm in career mode and the dropdown for adjust packages seems to be working fine. Anyone else running into issues?

Yes.. that function has never worked for me in any version.

I'm also in windowed mode, 1920x1080 on a 4K monitor. The button is active and it changes color when I click it, it just doesn't send me anywhere.
