CPU or Human Control

How do you set all teams to Human or CPU Control?

Assuming you are meaning in a Sandbox league. You go into League Home page and at the top of the screen is a Configure Teams button. Within that screen you turn on/off cpu controlled teams.
If you are talking about Career league, only one team is human controlled, which by default is the team you select at league creation. You can change that later by going into League Options screen and near the bottom of the screen is a button to change your career team.
