Infinite MLE/Bi-Annual exception bug?

Not sure if this is how it should be working. My team has MLE available stating $12,822,000 available.
I just used the MLE to sign a max MLE deal for Hartenstein for 4 years.
I then am to use the MLE again to sign CJ McColloum to 9 million (I was allowed to go to 12M again).
I simmed a day.
Then I tried offering the MLE two times again. It was allowed.

Then I tried to reproduce this with the bi annual exception. I was able to offer and successfully sign 3 people on the same day using the bi annual exception.
