League of 12 Teams-Can Swap teams from one div to another?

I was wondering if I swap two teams' divisional locations.

In other words, could I -
1) take Team A FROM Division 1 and place them INTO Division 2,whilst
2) moving Team B FROM Division 2 INTO the place vacated by Team A?

yes, in between seasons change league format, but keep the existing format and just move teams around however you want

Theres no way to do this in-season, even in a Sandbox league?

No, has to be done between end season and begin new season.
