6/28: “Jed, tell us about the survey on holo chambers.”
“94.5% participation. People have very strong feelings about this and the feelings are all over the place. First, people LOVE the holos, and for every conceivable reason. Overwhelmingly, they want more of them, and MANY pointed out there a ship built to house more than 2000, that now has 884 on board has plenty of space to house more holos. Second, there's a lot of controversy over some of the programs.”
“Sex.”
“Yes, sex, and degree of danger allowed.”
“We've never censored what people can do in the holos.”
“Interestingly enough, 289 people want us to.”
“Wow! Really?”
“From what we've gathered almost all of them are people in relationships who feel cheated on.”
“But you can't cheat with something that isn't even real!”
“Evidently, that's not how nearly 300 people feel.”
“That's an issue for our therapists to deal with. No way we should censor.”
“Again, lots of people disagree.”
“As a Council I don't think we can intervene here. There's no danger to anyone, there is zero chance of a holo being transmitting any kind of STD. I agree with Mick for once. This is a counselling issue. Mick?”
“You know what I always say. No top down decision making. Put it to a referendum. It won't pass, and then we can say, hey, we let the people decide, which is always a good idea.”
“Make that in the form of a motion, Mick.”
He did. It passed 8-4. The referendum will be held in a month.
“You talked about degree of danger, Jed.”
“Hali, you take this one.”
“People can do some pretty dangerous things in the holo chambers and still be quite safe.”
“So who has a problem with that!”
“Actually, Mick, 148 people said there's too much danger, and 299 said there could be more danger.”
(Lots of comments and emotion. It took awhile for the Chair to restore order.)
“As Council Chair I believe we have a duty to protect our crew members. I think it would be a very foolish idea to allow a higher degree of danger in the holo chambers.”
“Madam Chair, I move that we conduct another survey, solely on this issue. Let's see what people think when this is the only issue they're being asked about.”
There was a second and it passed unanimously.
“Other findings, Jed?”
“Nothing of significance. People want holos. We have 100 people on deck 2, and 80 each on decks 3-8, the other 334 scattered among decks 9 to 20, with the most on deck 16, 52.”
“So, how many holos do we have now?”
“We operate 12 holo chambers.”
“I move that there be one holo on each of levels 2-8, and 3 each on levels 9-18. We know there's no room on 1, 19, and 20. That would be a total of 37 holos.”
“Not enough! I say one each on 2-8, and 5 each on 9-18. That's 57 for 884 people. A little better than one for every 16 people.”
“That's a waste of resources!”
“What does it hurt? We have the resources. With that many, any wait times would be minimal and we could remove the maximum hour limit on usage.”
A LONG debate followed. Mick's amended motion for 57 holo chambers passed by a 7-5 margin.
“Madam Chair, I'm going to steal Mick's thunder here. I move that we bring this to referendum. The question is shall the ship ad enough holos to get to 57. People vote yes or no. If they vote no they tell us whether it's too many or too few.”
“Amend the motion. People who vote yes should also be able to say whether they think there should be more or fewer. Otherwise it's skewed.”
The amended motion passed.
Referendum on 8/1: Question 1: Do we censor what goes on in the holos or not.
Question 2: Do we move to 57 holos or not.
Question 3: Rather than a survey, a referendum question on degree of danger allowed.
