Not sure, but I don't know why that would be the case. If a factor is very strong for a recruit and he has not other high interest areas, why not keep trying to sway him with the thing that's most important to him (particularly if you can fulfill that high interest item)?
If a player has 2 or 3 high interest factors, then it makes sense to pitch those (if you can fulfill them), but if not, then pitching a low interest factor or pitching a factor that isn't something you can provide (e.g, he wants great facilities and you have crappy facilities) makes no sense.
