What determines the splits for KR & PR's?

In terms of the KR1 & KR2 spot on depth charts and the PR1/PR2. What % of kick returns does the guy at KR1 get compared to KR2? Same question for PR1/PR2. What determines that also?

KR is just a 50/50 split. For PR there is only one.
