Bribing

I can't find it anywhere. Is bribing still a thing for recruiting? Before I purchase the game I want to know the most recent version that allowed you to do that so I can get that version.

When you set up your association check Allow Illegal Recruiting. Or go to Game Options and do it there. It's here in the new version.
