When does transfer portal happen?

Does the transfer portal actively happen during recruiting? Meaning, we can recruit players from other colleges (as well as high school players) that are looking for a new school?
Or does the transfer portal just happen automatically on its own at the end of the season and we just see the final results of who went where in the portal?
